What is a good store for finding small womens business clothes?

My fiancee is 5′ 4″ tall and around 115lbs. She’s a size 1 in Juniors. Because of her size she finds it hard to find professional clothing. For example, she needs a business suit, but that’s obviously not in the juniors section. She also has long legs which means some clothes that fit in the waist, aren’t long enough.
